Microsoft has posted official ISOs of Windows 10 Build 21354, a new insider build available to members of the Windows Insider Program on the Dev update channel.

Windows Insider Preview Downloads host the official Windows 10 Build 21354 (Dev) ISOs, Build 21354.1 (CO_RELEASE), which is available to members of the Windows Insider Program on the Dev update channel.

Starting with Windows 10 Build 21354, the name of the branch on which Microsoft releases Insider Builds has changed to CO_RELEASE, which is codenamed Cobalt.
